Claudius tries to send Hamlet to England, accompanied by Rosencrantz and Guildenstern.

However, R & G don't know it's a mission to have Hamlet killed. We can be certain of that just because of the fact that they continue to England without Hamlet.

According to the gravedigger, Claudius sends Hamlet to England to treat his madness. He reasons that if he stays mad, it wouldn't matter to England because apperantly all englishmen are mad (this would have been funny to Shakespeare's audience, since they were the English).

But Claudius tells Hamlet that he is going to England to collect the tribute owing from the English to the Danes (Danegeld). He tells Gertrude that Hamlet is being sent from the country for his own safety. However, it is clear that Claudius is really sending Hamlet to England so that they can put him to death without causing popular outrage in Denmark. "Do it, England!" he says, "for like the hectic in my blood he rages."

Ostensibly, Hamlet was supposed to pick up the tribute the English owed to the Danes. (This actually happened historically--the English paid off Danish Viking types to keep them from ravaging England). However, Rosencrantz and Guildenstern carried secret orders to the English authorities to put Hamlet to death when he got there. This was Claudius's real reason for sending Hamlet. He hoped that the Danish people would not blame him for Hamlet's death if it happened so far away.
