Knowing the temperature range during winter months would go a long way to determine this. Also the parallel would give a good indicator , for comparison to other regions around the globe , then research the types of herbs that grow in those region's. Here are some hardy herbs that grow in a wide range of climes. Sage , Rosemary , Thyme, to name a few. I live in Surrey , B.C. Canada , and have these herbs in pots , the Lambs Ear Sage has survived - 15 deg. C. , and has been growing for 8 yrs. , just the other day I went out and picked some leaves for a dish. The Rosemary died last year in that cold. the Thyme barely hangs in, but comes back in spring. The fact these are fairly woody, mature plants , I believe helped. So I believe you should , with care , be able to raise other types.

The decision to grow only herbs or only vegatables depends on the size of your garden plot. Herbs, for personal consumption, don't require much space and are a good choice for someone with a small yard. Otherwise, grow both vegitables and herbs!

During winter pretty much anything that grows in Europe or the States. In summer though the range is limited to a few hardy herbs such as Perennial Basil, Sage, Mint (although they can only be grown in the shade). Herbs such as Lavender whcih do not tolerate high humidity do not grow in the summer months, while more tender herbs are simply burnt by the sun and wind (in summer).
