For a horse to excel at dressage he must have good conformation. His shoulder and pasterns should match with a 45 degree angle. So a horse that has 'upright' shoulders and pasterns will be a bumpy, choppy ride. A weak topline would prevent the horse from flexing the way he would need to. A horse with a weak backend can't get his hocks under him, preventing the elevation of the front end that enables a dressage horse to execute a nice extended trot or flying lead changes. So I guess dressage should not be about height or specific breed but correct conformation and temperment.
their is no one horse breed that is not good at dressage. look for a horse that has high comformation and endurance or ask the mods for their help.

There are no "dressage horses" but some breeds are used for dressage more than others,, e.g. you would probably use a warmblood rather than a cob. But basically, a dressage horse is a horse that does dressage :)
