What if a 1997 Camry is not heating up on the inside and the temperature gauge is closer to the C then the middle does that mean that the theromstat is bad or it needs antifreeze?

Check your coolant level in your rad. Only open rad on cold engine. Should be up top otherwise you got a leak. If level is good...consider replacing the thermostat and gasket (they're cheap anyway). Thermostat is probably at the end of upper rad hose by the engine.
