Section 3: New States may be admitted by the Congress into the Union; but no new State shall be formed or erected within the Jurisdiction of any other State;nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as the Congress. The Congress shall have Power to dispose of and make all needed Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be constructed as to Prejudice any Claims of the United States, or of any particular State. Section 4: The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion;and on Application of the Legislature , or of the Executive(when the Legislature cannot be convened) against domestic Violence.

All debts contracted and engagements entered into, before the adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation. Article IV of the U.S. Constitution says the states must respect each other's laws and citizens, gives Congress the right to admit new states to the Union and govern territories belonging to the federal government, and creates obligations of the federal government to the states.

In Section 1 of Article IV, states are required to give "full faith and credit" to the laws and court decisions of other states. This means, for example, that once a court case is decided in one state, another state will not permit the unsuccessful party to re-open the case there. Another example is marriage: a marriage that is valid in the state where it took place should be considered valid if the couple moves to another state.

Section 2 declares that "The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States." The Supreme Court has held that this means that a state may not discriminate against citizens of other states in favor of its own citizens, at least in fundamental rights such as the right to travel through the state or move there, to bring actions in court, to buy, own and sell property, and to pay taxes at the same rate as citizens of the state.

Section 2 also says that a person charged in one state with a crime "who shall flee from Justice, and be found in another State" must, on demand from the state where he was charged, be arrested and given up to the original state.

Section 3 allows Congress to admit new states to the Union and gives Congress power to "make all needful Rules and Regulations respecting" territory belonging to the United States.

Section 4 promises that the United States government shall guarantee to every state (really to the citizens of the state, not the state government) a republican form of government ("republican" meaning government by elected officials, rather than by direct participation of the people).

It also requires the United States to protect each state from invasion and if requested by the state government, from domestic violence also.

Article IV of the U.S. Constitution deals with the legal relationship among the states. Each state has a degree of sovereignty whereby it may pass state laws, but a state is not entirely independent and must recognize and honor the laws of the other states, e.g., if a couple is married in one state---and according to the laws of that state---all other states must recognize and honor the married status of the couple. Similarly, if a resident of one state is licensed by that state to drive a motor vehicle, his/her driving privilege must be recognized by any other state.
