Explain the perceptual process in perception?

As I see it, things look differently from this angle or that. Depending on my position, the point-of-view will vary which tends to distort my ability to grasp the verity of the realm within. Staying in one place too long develops a stale and monotheistic view, which lends itself to isolation, sectarianism, and a two dimensional concept. Moving around too often, however, can also lead to fragmented thought and improperly interpreted experiences which lends itself to confusion, separatism, and surely an argumentative posture with those around you. If you stand for nothing, you will fall for anything.

Is it true that according to freud when several people objects or events are combined into a single dream image the dream process of secondary elaboration has taken place?

No. Secondary elaboration refers to adding to the details of the manifest dream, that is "elaborating" on that dream when awake and remembering the dream. The dreamer's conscious mind might attempt to fill in the gaps of the remembered dream, or add subtle interpretations that were not evident in the actual dream. For example, when remembering a dream of an older man in a uniform sitting on a sidewalk, the dreamer might describe "a homeless veteran." That is secondary elaboration. Freud believed that secondary elaboration could distort or disguise the true latent meaning of the dream.

What were the political views of Sigmund Freud?

I think he wasn't Left-wing progressivist in that sense he had no mercy for utopian Left ideologies (eg. Marxism) that distort human nature (read - "Civilization and Its discontents"). On the other hand it will be probably a mistake to called Freud "conservatist" in strict political and social terms. His ideas were shocking in his times (eg. child's sexuality, "Oedipus Complex"). He was of course staunch atheist too, which is not welcome in conservative circles. Maybe he was some kind of "realist-progressivist" in that he belived we will modificate our nature by scientific forces, but taking into account our inborn aggression ("death drive"), NOT only our economic issues (as socialists believe). Freud was in the middle between conservative restrictions of the civilization and utopian ideologists which postulate complete liberation of these restrictions (eg. "sexual freedom").
