There are several options to that question. If you're talking about frame size on a MTB, then 20" would be a large bike. If you're talking about 20" wheel size, then it's probably a BMX which is a fairly small bike.

The most obvious difference is that the 20" bike has 20" wheels and the 26" bike has 26" wheels. After that it's details like how the bikes are intended to be used. A 20" bike is likely to be a BMX, good for tricks, stunts and short courses, but not so sutiable for longer rides. A 26" bike isn't as nimble for tricks, but better at going faster and longer.

Depends on what you're talking about. If it's a bike with '''20" wheels''', then it's probably a BMX, and I guess most people would know how big they are. It might also be the '''size of the frame''' for a 26" or 28" wheel size bike, in which case it's a "regular bike" but in a big size.

You can get department store bikes for USD 100-200, or race/competition bikes for USD 2000 and up.

Or get one from Craigslist, yardsale or similar for maybe USD 15-50.
