Bta fee, is a declaration fee, required for all travelers before they can be allowed to board a plane, its just to show that a traveler can support him/her self when she arrives at his/her destination.
This is correct. It is not required to pay it, you only have to show you have the money to support yourself.
The scammers will ask for it and so people post saying it is fake, but you be Nigerian and try to leave the country and you will see what a BTA is. It is discretionary though. The Immigration may or may not ask to see it.
