Assuming you mean "valve cover gasket", the gasket seals the valve cover to the head so as not to leak oil.
Not exactly sure about a 99 but almost all cars it is a valve that goes right into to your valve cover around where you fill your oil.

the pcv valve on most cars is usually located on the valve cover, and usually has a plastic or rubber hose that leads to your air intake hose. hope that helps
There are valve cover bolts around the perimeter of the valve cover. You want these tight but not as tight as you can get them.
As with all valve gaskets it is located between the valve cover and the head. To get to it you undo all bolts holding the valve cover on and then pull valve cover off. you will find it on the valve cover/ head contact point.

it is on the valve cover, usually in the driver side valve cover. If you have a 2.2 L engine, it doesn't have a serviceable PCV valve, it is built into the valve cover.
Remove the valve cover.....scrape off old gasket.....clean gasket surface on valve cover....apply gasket sealent to valve cover gasket surface.....set gasket in sealent.....reinstall valve cover.
the signs of a valve cover leak are oil on the engine oil is the only thing that can leak from a leaky valve cover

It is in the driver side valve cover, you must change the valve cover to replace the PVC valve.
