Disk cleanup works on the basis that it is cleaning up old or unnecessary files. One of the sectors that it cleans is the temporary internet files. To do this, it simply goes to the temporary internet files folder that can be accessed from Microsoft internet explorer by clicking on tools - going to internet options. The next bit depends on the browser that you are using but after this click settings - view folders. This then brings up all of the temporary internet files and cookies. This is basically what disk cleanup is doing.

Disk Cleanup will let the system delete and clean systems files such as temporary files. This will free up space on your Hard Disk and can make your computer run faster. To perform a disk cleanup, go to "Computer" then right-click Local Drive C: (or any drive to which you wanted to perform the action). Then select "properties". But doing so, a mini window will appear showing the amount of disk that has been used. Beside the graph is a button "Disk Cleanup". Click it and you can now start cleaning up your Hard Drive. Another option is to use a foreign program such as "CCleaner". CCleaner provides more tools rather than just cleaning up the disk.

What is the best administrative tool to use to correct the problem of slow computer response to applications?

Probably the two tools built-in to Windows.... Disk Clean, and Disk Defrag. Disk Clean removes unwanted files (such as cookies, broken short-cuts etc.) Disk Defrag moves the files around the disk to 'eat up' fragmented space, and put file fragments back together. You may also want to use the MSCONFIG and disable unnecessary programs who load at start up.
