This is usually called a petition. Until the right to petition the monarch was established in England, petitions from ordinary people were discouraged or even forbidden. The problem wasn't so much ordinary folk complaining or asking for something as the view that mobilizing support and collecting signatures and so on, was likely to cause disorder - or so it was thought. On the other hand, privileged bodies (such as town councils and, say, the East India Company) were allowed to petition, provided they did so dscreetly. Joncey
