There are a couple of catagories for plug descriptions. Straight blade and twist lock blade. The amperage and voltage rating is embossed on the plug (trade name for plug is cap, wall part receptacle). See related links for a chart.
A four hole receptacle is used for a 120/240 source. This uses three of the holes. The fourth hole is used for the ground wire so that when a device is plugged into it , the device then also becomes grounded.
Actually it depends on if the outlet was properly wired in the first place. A 4 wire outlet does have a ground, neutral, and 2 "hot"
Need more information e.g. voltage, amperage rating.
Have the outlet changed to match the configuration of the dryer plug.
Yes, provided the outlet has a three element receptacle. The third prong is ground. If you use an adapter that connects three prongs to a two slot outlet there is a shock danger.
Change the outlet to a grounded one. Get an adapter that goes from 3 prong to 2. Break the ground prong off. Any one of these will work.
Do not use an adapter. You need a properly wired outlet for a washing machine. A shock could kill you.
The four blade dryer plug brings a separate ground wire from the machine to the electrical grounding system. The three blade dryer plug depended on the neutral wire of the plug to make this connection.
There is not enough information stated as to what you are trying to do.
Disregard the neutral
Have the outlet changed to match the configuration of the dryer plug.
No you can not you will need to replace the plug with a 4 prong the same as the style of your oven and change your breaker to the correct Amp for your style of 4 prong plug
To adapt a three prong range cord?æto a four prong outlet you need to remove the screws from the back plate to open the electric access panel. Then, pull out the copper grounding strip attached to the middle terminal. Next, remove the green ground screw from under the terminal block and attach it to the four prong outlet.?æ
Yes, provided that you have a ground wire in the box and that the ground wire is properly connected in the electric panel.

Buy a tester. They are very cheap and will tell you at a glance if the outlets are wired correctly. The only other way is to remove the outlet and look see. But if it is a 2 prong outlet with no ground hole then it does not have a ground.

Black & Red are hot, and White is neutral. If it has no place to connect neutral connect neutral to ground.
