It's a food chain that has four steps, or four stages. A good example is a first stage with a plant, that's eaten by an insect, which is then eaten by a bird, and then that bird is finally eaten by a larger predator like a cat (so basically, this is the transfer of energy from creature to creature until it gets to the highest creature in the food chain in four steps).
