An out of state student is a student who lives in a state different from the school's location. So, if you lived in Ohio but wanted to attend college in Kentucky, you would be an out of state student. Residency requirements vary in each State but many require you to live within the State for anywhere from 6 months to a year before you could get the benefits of being a resident in that state. In State universities, one of the benefits of residency is lower cost tuition.
Once accepted to the college you are a out of the state student. Other than that you are just another student.
