You can find resources for learning how to draw manga for free on websites like DrawSpace, EasyDrawingTips, or by watching tutorials on YouTube. Additionally, many public libraries offer books on drawing manga that you can borrow for free.

白泉社 Hakusensha, the publisher of LaLa and Hana to Yume serialization magazines, and manga series such as Gakuen Alice, Kaichou WA Meido-sama etc recently started a step-by-step tutorial on their web using the series 少女まんが家になろう!shoujo mangaka ni narou
The tutorial currently (Apr 2010) has only 2 steps, but the tutorial is scheduled to be updated once a month with new steps.

None. If you buy an English "How to Draw Anime/Manga" book, you will end up drawing cheap and unappealing characters. Just watch lots of anime and read lots of manga to get the feel and elegance. However, in some stores, you can find books that are written in Japan, and later translated into English. These are good for referencing and guides. I own one very good book, "Manga Matrix." It has beautiful art, and is very inspiring (every time I read the book, I have this crazy desire to draw). It won't teach you HOW to draw, but learning the hard way is the best way. Develop your own style, rather than reading some book an American otaku wrote. Chances are high that your favorite manga artists didn't use a "how to draw" book.
Manga University- You can read some manga there too. They are called: Moe USA maid in Japan, and some short Horror manga. You can also learn how to draw there. Very good tutorials. You can buy manga tutorial books, and japanese learning as well.

Draw manga : just keep practicing , watch a lot of tutorials and focus on anatomy and proportions and on finding your own style which could make you stand out.
I know a site that teaches you how to draw manga really well , it's called Manga University (At least for me) and it has text tutorials and video tutorials, however if you want to draw a specific character from an anime cartoon then I recommend Dragoart, and they also have text tutorials and video tutorials. If none of that helps then you can borrow a book about how to draw manga from a library in the art section (or if you go to school the school library) and I'm sure they'll have lots of books.
At a manga reading site. Just Google a free online manga reader.
Most libraries have this book and it can be checked out free of charge. Because this book is not a public domain book it generally can not be legally obtained on the Internet for free.
