I'm thinking of a Fez.
no animal has a red tassel on its cap, but if you're talking about the Disney movie, Aladdin, then it is abu, his monkey
The hat is called a fez. It is normally found on the souks of Morocco and worn by men on special occasions.
The traditional stocking cap worn by Danish men came in brown or red. The top of the cap was not close-fitting, it was longish and folded across the top of the head. Some of them had a tassel on the end.
I'm going to guess that by "toggle" you mean "tassel" which would make the hat you're describing a "fez".
According to the American Heritage Dictionary of the English Language, a fez is "a man's felt cap in the shape of a flat-topped cone, usually red with a black tassel hanging from the crown, worn chiefly in the eastern Mediterranean region."
