The short answer is Human Sacrifice. the author, Shirley Jackson wrote the short story to do a sort of feasibility study on what if society still practiced this seemingly barbaric trait. well in a way it does, what with Capital Punishment, War, the specific tactic of suicide bombings, etc. The plot takes place (On the ground ) in what appesrs to be an other-times United States, and has nothing to do with Science Fiction.
