The pitch is determined by a combination at the rate at which the musician's lips buzz and the length of the horn the wave must travel. The volume is determined by the amount of air the musician pushes through into the horn.

Most tubas are pitched in B-flat, C, E-flat, or F, though of the four the B-flat pitch is probably most common.

The B-flat tuba is often specified as the BB-flat or double-B-flat tuba, representing the B-flat below the bass staff, which is its first note above the fundamental tone, without pressing any valves. B-flat is the most common pitch for tubas in wind bands (concert band, wind ensemble, symphonic band, etc.) and is the typical instrument played by Marching Bands in the U.S.

Tubas pitched in C have been more common in orchestras (at least in the U.S.), though some orchestral players play a B-flat tuba. One theory about this is that band music traditionally tends toward flat keys, whereas orchestral music tends to favor sharp keys a little more. The difficult-to-tune notes on a B-flat tuba, such as B-natural, will therefore turn up more often in orchestral music, but the same B-natural on a C tuba is no problem. (I'm not sure if I buy this entirely; and regardless, an advanced player needs to be able to play well in every key, and to compensate for the intonation problems of his/her instrument.)

E-flat tubas are standard for the traditional brass band, alongside the B-flat tubas. They were widely used in many U.S. bands at one time (typically one or two E-flat tubas played the upper octave of a split tuba part, with a larger number of B-flat tubas on the bottom). They are also a good instrument for small ensembles such as dixieland or brass quintets, where their less overpowering sound is desirable and the added upper range can be useful.

F tubas are often used in orchestras, especially in Europe. They are also very popular in brass quintets and as solo instruments. (Vaughan Williams's wonderful tuba concerto, for example, was written with an F tuba in mind.)

Unlike bands, the concept of "tuba" isn't as fixed in an orchestra. The orchestral player may have to play Wagner (who wrote for a big C or B-flat tuba) on one concert, the "Bydlo" movement of Ravel's orchestration of Pictures at an Exhibition (written for a small French tuba that was more like a big euphonium) on the next, and Berlioz's Symphonie fantastique (written for the obsolete ophecleide, also with range like a big euphonium) on another. Professional players will almost always own more than one horn, and would handle the latter two cases with an F tuba.
