The FAA says you must be at least 16 years old to fly solo with a student pilot certificate, and 17 years old to get a pilot's license. From my experience I can only recommend to start short before you turn sixteen. There is no point is aquiring skills that you would not be able to use, because you are excluded by law from it. With sixteen you might also be tall enough to actuate the rudder pedals on the cessna you are flying . If you get the chance to learn on a Piper Tomahawk, take it. This plane is not so forgiving as the cessna and teaches you to become a better pilot. But generally you can learn on any aircraft - if you can afford it Good luck
