In my state, Washington, yes. (And I believe that would hold true for other states as well.) You would file an antiharassment petition with the district justice court in your county (the name of the court varies by state). Electronic communication is included in Washington's antiharassment statue (see link). If it isn't included in the antiharassment statue, then it could be covered in any number of other laws enacted to protect people, such as stalking laws which cover all types of communication. Alot of states have also started antibullying actions, so if you can't find what you need promptly, there are hotlines with phone numbers for groups to help set up protection and if there is nothing crimminal avaiable, civil charges can be pressed and the burden of proof is to the plaintiff's advantage. There are alternatives, you may have to find an attorney to assist you but you can stop someone, the law is catching up to the computer age quickly, but sometimes it takes some work on our part.
