So atmospheric pressure, storm size, surrounding air pressure, and other factors all come into play here... however if you had 2 of the same sized storms in the same atmospheric conditions but one had a pressure of 915 mb and the other had an air pressure of 990 mb the one with the 915 would have a higher wind speed due to a higher pressure gradient.
