I believe you are asking about under-cabinet microwave ovens. There is no electrical code rules for spacing between the stove top and the bottom of an under-cabinet microwave oven other than to "follow the manufacturer's instructions". The manufacturers of both appliances probably have substantial requirements in their instructions relating to the spacing.
