tough to answer - since nearly all metals are considered at least "good" conductors (though some are considered poor when compared to other metals, most metals - if not all - are fair conductors of electricity), i'd have to say any conductor that has a considerably high resistance to electrical current flow compared to a metal. since nearly everything will conduct when there's a high enough voltage present, i'd say if it's not a metal, or an electrolytic solution, it's probably a poor conductor. it really depends on your definition of "poor". does poor mean not able to run a circular saw over a distance of 500 feet, or poor mean it requires 8000 volts to overcome the surface resistance of a given "conductor"?
