Had the exact same problem. 2 Dealers 2 different answers, by chance I decided to replace the struts with firmer European sport style, and inside the strut mount the rubber gasket was just sitting there, took the strut off, and the rubber piece just fell out. Replaced it for cheap, put in new struts, and works great. By the way the dealers answer inevitably was replace lower ball joint, because it is all one piece and costs a ridiculous amount of money, and is 5-6 labor hours to replace. It can be a bit of a hassle to take strut off, as the bolt is torqued down pretty good, but it is relatively simple and you can perform at home.
