The upper note in a time signature is the most important - it tells you how many beats there are to the measure or bar - that is; how many beats between one main accent ("downbeat") and the next. So "BOOM-cha-cha, BOOM-cha-cha" is triple time, like a waltz - it will have a three at the top. "BOOM-cha-cha-cha" will have a four.
The denominator corresponds to a value of a note for example a semibreve or whole note equals to 1, a minim or a half note equals to 2, a crotchet or quarter note equals to 4, a quaver or eight note equals to 8, etc. The numerator signifies the amount of the denominator in a bar such that 4/4 is 4 quarter notes in a bar, 3/4 would be 3 quarter notes in a bar, 6/8 would be 6 eight notes in a bar, etc.
