Theoretically a Formula 1 car can have a potential top speed of upwards of 400 KPH.

the configuration of the car is crucial, limited wing to prevent drag, and horsepower limit the car from achieving the hyper speeds. At above 400KPH, the wing required to maintain enough downforce to get the power to the tires starts to equal the drag the car and wing create which in essence cancel each other out. The result is a speed somewhere around 400.
