arbitraraly stop you.the right has been over ridden if the police had foreseen the likelyhood drugs would be found.police would have to be reasonably certain that the stop and search and seizure would result in evidence being found.

to believe drugs , contraband eta.would be found once searched.

The term is also used in defining a crime. Another way of putting it would be "could a reasonable person foresee" the results of an act.
