There are two different terms and they mean different things. One is paranormal research. These are people who chase ghosts and unexplained phenomena and find out what they can about it. It does not involve controlled studies is often not conducted by scientists and does not involve publishing papers in peer reviewed journals.
The other is parapsychological research and that IS science. The Parapsychological Association is universally recognized as a scientific organization. The work is conducted by scientists using controlled studies and the results are measured using statistics. You can read about this in the book "The Conscious Universe" by Dean Radin, PhD.
Despite what you may have heard, any objective scientist looking at the research would have to come to the conclusion that the evidence for the existence of psychic ability meets any sane scientific standard. Most of the people saying that it has never been proven either haven't seen the evidence or have emotional biases.

A true investigation is fact based but most paranormal investigations are not rigorous enough and do not have enough controls for the observations to be tested scientifically thefore paranormal research can not be regarded as a science.

In a word, no. You can develop your sensitivity to spirits by yourself, or join a paranormal group and they will teach you everything you need to know. Over time, you will start to become more aware. Most people do paranormal investigations as a hobby, or you could start a paranormal research team and help people with spirit infestations or cleansing haunted buildings. OR you could become a medium (which may take many years) or a psychic artist, which involves being a clairvoyant.
