Passive welfare refers to those payments given to individuals or groups without any reciprocation on their part. Pearson (2001) describes passive welfare as "unconditional cash pay-outs to needy citizens of whom nothing further will be required". It is almost universally accepted as having wide-ranging negative effects on the communities involved.
