The fronts do the most work so the proportional valve sees they get more pressure. That is also why reservoir for front usually larger as well.
If you have 4 wheel disc brakes, it doesn't use a proportion valve.

I should have been more specific. Non ABS car. Front disc rear drum. No fluid going to rear passenger side. Nothing wrong with lines. Small proportional valve at master cylinder going to this wheel will not let fluid through! If the fluid is not being allowed through it could be a few things. Is the fluid being forced out the sides of the proportioning valve? (Squirting out). If so then the usually means the O-Ring on the valve is Broken or has shrunk. If this is the case you will need to replace the O-Ring. If it is just being restricted from getting through the Valve it can be due to the Proportioning valve being clogged. In this case you will have to replace the Proportioning Valve. *I would also check before replacing the part it could also be the line exiting the Proportioning Valve is clogged up and not allowing the fluid to exit the valve.*
