A "representative" government is one where the people being governed chose a small number of people to represent their interests in them government. That is, rather than each citizen having a direct say in their government's functioning, only a small number of representatives have this direct function, with the larger citizenry picking these fewer people to actually govern. How these representatives are chosen, and what form the government takes, can vary widely.
