It is a function that allows raw data to be placed in cells. Typically the data is divided based on delimiters (e.g. spaces, tabs, commas) such that each element of data between delimiters is placed in a separate column. This can be done using a fixed width too.
A column break is a term associated with Microsoft Word, not Excel. In Word, it starts a new column of text. In Excel, you can just go to another column to start entering new data.
Not in the sense that you do in Microsoft Word, but you are free to arrange the data in whatever way you want, so you can have data start in a new column when you need to.
