Norway is pretty much as far up as you can get while still being in Europe. Sweden and Finland are also extremely northern countries in Europe.

But the European part of Russia includes the islands farthest north.

Depending on if you include islands or not, the northernmost European country is either Norway or Russia. The third northernmost would be Finland.
