The governments of the world have made some tentative agreements to set targets for reductions in greenhouse gas emissions. Some governments have also begun to implement policies for a price on carbon emissions, thereby encouraging businesses to move towards a low-carbon economy.
There are many other ways governments are helping reduce the emission of greenhouse gases. Some encourage the use of renewable resources, such as windmills and solar for electricity generation. they encourage, through education or otherwise, people to reduce their use of electricity. They can mandate that motor vehicle manufacturers achieve required average fuel efficiencies. A price on carbon emissions, either as a carbon tax or by implementing a carbon trading scheme, will cause businesses to choose low carbon emitting technologies and processes over high carbon emitting ones.
The fact is that global warming is happening, it is not something that can be prevented. It has gone too far to be stopped, at least in the near future. The best we can do right now is find ways of slowing it down. Another complication is that governments are usually slow to act on environmental issues in general, so it may take some time to see changes.
