One of the ten precepts of Buddhism is "don't engage in illicit sex." It isn't the sex that is discouraged, but the illicit part. Premarital sex is fine if it is consensual, condoned and not harmful to others. If the sex has to be illicit, it is probably harming someone. Answer: Buddhism teaches that sex should only really be practised if you know the person well and you know you are going to carry on with them after the sex.

Aware of the suffering caused by sexual misconduct, I am committed to cultivate responsibility and learn ways to protect the safety and integrity of individuals, couples, families, and society. I am determined not to engage in sexual relations without love and a long-term commitment. To preserve the happiness of myself and others, I am determined to respect my commitments and the commitments of others. I will do everything in my power to protect children from sexual abuse and to prevent couples and families from being broken by sexual misconduct.
Buddhist believe in sex, otherwise the population of Buddhists would dwindle. However Buddhism is not a philosophy that works on permit or forbid basis.Sex, like hunger, thirst and happiness are normal human ambitions. What Buddhism suggests is that these motivations should not become all consuming - over eating, demanding fine wines to drink, or only wanting to experience happy things. This is generally linked under "lust" and for Buddhist purposes described as the desire to have things beyond you needs.
In the case of sex, the control a person imposes is the rampant desire to have multiple sex partnes ofr ones own gratification. or where coercion becomes method of attaining one's own wants.permit or forbid
Buddha`s teachings are more important than Buddha himself. Buddha`s teachings are known as Dhamma. Buddha has not appointed any successor after him. At the time of Mahaparinirvana he told to his personal attending desciple Ananda to fallow his teachings after his death.
