ICl4F has 42 Ve-. Assuming that I is the central atom, you end up with an octahedral molecule, with 5 single covalent bonds to each Cl and the F. If you then follow the octet rule, and fill in all possible Ve-, you still have two e-remaining. So you end up with a steric number of 6, comprised of 5 covalent bonds and a single lone pair. This gives you a moleculargeometryof square pyramidal. TheLewisdot structure wouldlooklike this:

FCl does not exist as a molecule. Both F and Cl have a -1 charge and do not bond together, but they would bond to another atom with positive charge.
