Only OBD-II cars use a scan tool that plugs into the OBD-II port. OBD-II did not come out until 1996. Furthurmore, to my knowledge, the 2nd generation rx7's didn't use any form of OBD.
1996 is the year that most automobile manufacturers converted from OBD I (On Board Diagnostic I) codes to OBD II codes. There are 'code scan tools' and 'engine scan tools', the difference being that codes scan tools can read the OBD codes from the vehicle and erase them, and engine scan tools do the above, in addition to read live data from all of the sensors while the engine is running. These latter tools are more expensive, but depending on the type of work that you plan on doing, you need to choose which type of scan tool that you need. I just bought an Actron CP9175 at Sears yesterday for $79.99 ($50 off) which is a code scan tool that reads OBD II codes only. The more expensive engine scanning tools often read both OBD I and OBD II codes. Sears has these tools online, as well.
The 1997 Honda Prelude has OBD II, there is no conversion. You will need a scan tool or code reader that is capable of reading OBD 2 codes. From 1996 up all vehicles with few exceptions are mandated by the Government to have OBD II systems. This was put into place to standardize codes and make diagnosing problems easier.

You need the recommended scan tool for your vehicle. OBD II. Just google scan tools and your make year and model. or you can simply take it to your dealership or pep boys and they can do if for you.
The OBD II connector is under the ashtray. Remove the ashtray and slide the plastic cover to the left and the connector will be visible.
disconnect the negative terminal of your battery and press on the foot brake for 10 seconds or use a scan tool to clear the codes
use the actron scan tool with the obdII conecter but set it up for histoticet mode
