I don't think there is one. If there is it may be state by state law. The cases I have heard about went into the courts with a law suit.
In order to be a surrogate mother (and go through and agency) you are required to have a physical and psychological exam. Both of these need to prove that there is no risk to your or the baby if you were to becom pregnant. The psychological exam is to prove that you are emotionally prepared to hand the child over to it's parents at the time of the delivery. Diferent states have different laws. In some states it is not legal to be a surrogate mother unless you are a "compassionate surrogate mother" in which case you will receive no money for your role in carrying and delivering the child.
"Via surrogate" means that someting is done by a person who stands in for the person who should be doing that thing. For example, two people separated by large distances might be married via surrogate, where someone stands in for the bride in terms of hand-holding, exchange of rings, etc, perhaps while the two people being married listen to the priest over a radio.
A baby's dominent hand is simply just its dominent hand
Refusing to shake the hand of that beggar wasn't a matter of hygiene but an example of pure snobbery.
I think you get the baby carrier when you adopt a baby and they hand the baby over to you.
As long as the baby did not put their hand in their mouth, it is fine. You should wash your babies hand as soon as you can.
Michael and Blanket's mother were never married, or had any sort of relationship, she is a surrogate who is only there to have the child and then hand it over.
Different way of doing and saying thing regarding the issue in hand
you may not have your baby..!!
