The spectral tiger mount is from a code on a loot card from WOW:TGC (trading card game). If you dont feel like buying tons of cards hoping to get one, then you might be able to find one on e-bay for around $1000 or so. Once the code is used, it is used, you can't use it on another account. Same goes for the Swift Spectral Tiger mount, though it is a little more rarer. Both of these card codes might be difficult to find as they have stopped making those certain cards.
If you really really want a tiger mount, then try getting the Black War Tiger mount, or the Swift Zulian Tiger mount. The Black War Tiger is available at PVP vendors and can be bought with about 50,000 honor while the Swift Zulian Tiger mount is dropped off of one of the bosses in ZG.

∙ 15y agoTo get the riding turtle (see: http://www.wowhead.com/?item=23720) you need to buy the cards from the World of Warcraft TCG (see: http://entertainment.upperdeck.com/WoW/en/) and "loot" the card.
Looting the card entails being luck and finding the card in a "booster" pack. More information can be found at UpperDeck's website, which is linked above.
