Get to know them and see if you still like them enough to ask them out. Asking out a complete stranger solely based on looks is shallow and not a very intelligent thing to do, and may get you and/or them hurt. Just flirt until you know that they like you and then pop the question but make it very rigid like "Do you want to go see this movie on friday? "

If someone wants to date you then it won't really matter how you ask them out. I mean sure, if you tattoo "date me" on their leg while they're asleep they probably won't want to date you, but I don't imagine anyone would do that right!... right?
Just be yourself because you want them to date YOU! If the way you approach someone is enough to make them turn away then you probably wouldn't have made it together anyway, plus that person is probably too judgemental to date maturely.
Try just flat out asking face to face, perhaps text them arranging a date if you're that shy.
