You have to be either 12 or thirteen. If you have a car (which im sure you do) look on the mirror that you pull down from the roof of the car and all of the safety instructions should be up there.

Yes, but not on roads. They can ride off road and motocross though. Children, in my mind are anyone under 18 years of age. Anybody can be a passenger.
