ANS 2 - 'Plastic' is such a nebulous term. There are so many different plastics these days that a question like this is almost impossible to answer. - Polystyrene, Polyvinyl, vinyl, PVC, ABS, CPVC, plexiglass, Lucite, acrylite ,etc, are all 'Plastics' and each takes a different adhesive.
Depends what kind of vinyl. Silicone works for some, other products work for some others.
Vinyl adhesive. There are at least 3-4 kinds of it in every tile store or major hardware store.
Carpenter's yellow glue.
Mapei Ecobond.
Poly vinyl acetate is white glue.
Fold back 2" from edge and glue with vinyl glue.Attach grommets centred at 1" from edge.

If you mean the glue that hold the vinyl to the floor there is an alternative ask your local vinyl supplier about vinyl designed to be "loose layed".
There is a type of glue known as Goop, which is your best bet for gluing leather to foam. A well stocked hardware store will carry Goop.
There is special vinyl glue for that. Available in Walmart and possibly other stores.

Super glue won't dry vinyl tube. You have to dry it with heat or a cloth before gluing it. -Why are you using super glue anyway ? -There are many proper vinyl adhesives that work far better .
