There is no real answer to that. It depends on what it is that you are trying to do. Each application is suited to different types of jobs. If you want to do a lot of calculations, then you would choose Excel. If you want to type lots of letters, then you would use Word. If you want to create databases, you would use Access. If you want to create Presentations you would use Powerpoint. There are things that all of the applications can do, but each have their specialist areas. So you would have to specify what it is you want to do before asking which is the best.
In terms of which is the best version of Office, the newer ones are better. However the majority of things that people want to do in a spreadsheet or a word processor or a database, could be done just as well in older versions than in the newer versions. For example, you can type an ordinary letter in the first version of Word just as well as you can in the newer versions. All the fundamentals of each application have always been available. New versions have more extras in them, but a lot of them people would rarely use anyway, which is why an older versions will do all of the standard things they need to do.
