What pokeball is best to catch Ho-oh?

You can catch it with any type of Pokeball. I will although recommend the Ultra Ball unless you are willing to use the only Master Ball you can obtain in the game. Since you can save before battling Ho-Oh I wouldn't use the Master Ball, just use Ultra Balls, Great Balls or Poke Balls and if you fail you can always restart the game. There are a ton of Pokemon that you can't save before facing and I would save my Master ball for those.

The best (obviously) would be a master ball. To get more than one master ball, you have to beat the pokemon league, and then clone your pokemon. But, of course, a master ball is the best to catch any legendary.

Master Ball as 100% Catch Rate, but you might already known that. You could either use Ultra Ball, Dusk Ball, or Timer Ball. Once the battle takes a long time, use the Timer Ball. I usually follow this pattern, three Ultra Balls, then a Timer Ball. I keep doing that until I catch it.

The only foolproof way to catch Latios is to use a Master Ball, but since you probably don't have it, I would recommend to catch a Scyther in the Bug Catching contest. Teach it False Swipe (TM 54 in the fifth floor of the Department Store) or check if it already knows it. Next, stock up on Ultra Balls (1200 Poke Dollars) and use a few Carbos on your Scyther, so that it always strikes first. Get Latios to one HP with False Swipe (you can find him on the PokeGear) and keep throwing the Ultra Balls until you catch him. Legendaries, however, have a very low catch rate, so you might have some trouble catching him. You could also get a Pokemon that knows Mean Look so it can't escape, making Latios' capture a lot easier. Again, you must use a few Carbos so it'll always strike first.

When i caught my latias i first used a pokemon that can make him go to sleep then i waited until night and used dusk balls u can also use quick balls since its only one turn before she flees but u can catch a wobbuffet and train it to lv.25 and its ability will make it stay there until u catch it

Normally, great balls or super balls would work. If you turn in apricorns, and change the black ones into heavy balls, that would also work well.:)

Master Ball has a highest rate, next is Ultra Ball. Make sure you make the Victini's health down to red and make it Sleep or Paralyzed. It helps to make it be able to be caught easier.
