Assuming the beam is made of steel you must use a special hardened bit, run the drill very slowly, use lots of cutting oil to lubricate and cool the bit, and you can successfully drill as many holes as you need with only one bit.
If you allow the bit to get hot it will lose its temper and the cutting edge will break down, rapidly destroying the bit.
If I recall correctly the last time I drilled a hole in stainless steel I needed to buy a $20 bit, but by going very slow and using lots of cutting oil I got the hole drilled. No way I could have afforded to buy a second one of those bits then (let alone 3)!!!!!!

I use 1/4 x 1/2 mild steel bars. Easy to weld or drill and your average burglar can not get through them without a sackful of metal cutting tools.

Use a titanium bit for best results. Clamp the piece of copper to a piece of wood if possible, so that the wood supports it from underneath, and give the drill bit a place to go once it goes through the copper. Wear safety gloves and glasses to keep from being injured by small shards of metal. When you drill through it, use a fast spinning speed with the drill, but don't apply a lot of pressure, just allow the drill bit to slowly work its way through the metal.
Both will. Carbide tips will last longer but the black ones will also. The key is to run the drill slowly and use oil.
(trick question? find a more narrow wall.) They sell drill bit extensions - metal rod. OR measure carefully and drill from the other side. Or find a drill bit that is long enough.
Use a brand-new bit for metal mounted on a hand drill (not electric). Slowly rotate the bit in the lead, which is a "soft" metal.

Just as you said....drill the centers out of them. If you are talking about the large rivets that hold ball joints in....that's another story. It's easier to use an air chisel or grinder on them and carefully grind the heads off without cutting up the control arm. Then punch them through. If you don't have an air grinder a GOOD metal chisel and big hammer will do it....probably faster than the drill.
