If you stay within a 50-mile radius of the place the vehicle is kept you can drive any vehicle. If you'd like to go farther than that, 26,000 pounds is it.

Not entirely accurate. If a vehicle is commercial in nature and requires a CDL, there is no exemption - not within a 50 mile radius, not within a one mile radius. In order to be eligible to be driven without a CDL, a vehicle with a GVWR in excess of 26,000 lbs. must fall under the farm truck exemption, military exemption, first response/emergency vehicle exemption, or recreational vehicle exemption. On public roadways, no such exemption exists for commercial/ICC vehicles.
You have to use a feymail.

Well, why would you want to? I mean, I suppose you could, although, if it's a registered Commercial Motor Vehicle, and you get into an accident, you could find yourself in a bad way for not having an active log at the time of the accident.

"Scuba scooter" is usually just slang for a diver propulsion vehicle (or DPV). It is basically like a torpedo with handles that a diver can ride. It enable the diver to go further, faster and using less air (because she gets less tired from swimming).
