Athens was a city-state. Therefore Athens was both a state and a city and thus the capital. The broader province of Athens (i.e. the rural areas) was and still is Attica.

An equivalent example was the city-state of Corinth or Sparta/Lakonia (both today exist with same borders and names as prefectures of Greece).

Emperor Constantine is perhaps most famous for the great city which came to bear his name - Constantinople.

Constantine came to the conclusion that Rome had ceased to be a practical capital for the empire from which the emperor could exact effective control over its frontiers.

Constantine finally decided on the ancient Greek city of Byzantium. And on 8th of November AD 324 Constantine created his new capital there, renaming it Constantinopolis (City of Constantine).

ATHENS is the capital of Greece and has been since it was moved from Napflio in 1834. Under the Megali Idea, which was the Greek expansionist dream (like Manifest Destiny for the US), Constantinople was supposed to be the capital of Greece, but since Constantinople was never retaken by Greece, Athens remained the capital. Currently, Athens has roughly 40% of the Greek population.

As there was no ancient Greek empire, none. Greece was a lot of independent city-states, some of which from time to time formed defensive leagues.
