We looked through several sites for the answer to this, and the best one that we can find is one that Eurogamer.net tested. It was a Oukitel K4000, which they got for less than $100 on eBay. Pokemon GO seems to play really well on it, and it is very durable with a lot of other cool features, like a replaceable battery and extra card slots. It doesn't have a gyroscope, so you would be turning off AR except if you want to take a picture. That actually makes it easier to catch Pokemon anyway, so it might be a good thing.
It definitely isn't the best phone on the market, but if you are looking for something cheap that can handle Pokemon GO, this might be one of the best options you can find.

The "best" phone is the one with the service options that meet your needs. The "cheapest" is what works best for your budget for those services. Boost has no contract and seems to be getting some good reviews, so check them out.
The cheapest phone plan is virgin mobile. $25 dollars a month for unlimited txting and web, with 300 mins of calling. Granted you have certine phones you can choose from but they are very good choices and last a long time!
