What is the clicking noise in your throttle cable making it move back in fourth for about 20-30 seconds for a 95 Cadillac Seville sts?

That's the idle mechanism adjusting the throttle plate. The gas pedal moves too because it is connected to the throttle plate with a cable. The computer uses a stepper motor to open the throttle or close it to achieve a proper idle speed.
