Most cars have one included from the car manufacturer. To enable you turn the key to a certain position that does two things, locks the ignition so it cant be turned on to start the car and second it activates the steering wheel lock so the steering can't be turned.
Have you added power steering fluid? If you have is it still hard to turn the steering wheel? Usually you can see a leak of the fluid after the vehicle has been turned off or sitting for a while. You may want to check the hoses and see if there is a crack. over time because of wear and tear there can be several small cracks. If there is a leak then you can try replacing the hoses if there is still a problem then you will probably have to replace the pump.
Check your power steering fluid level. It may be low.
When the wheel is turned, so is the axle and vice versa.
